President - Yolanda Robinson-Freeman

Yolanda Robinson-Freeman is the current President of the NCMA Rio Grande Chapter. Yolanda is a Senior Acquisition career professional with 24 years of continuous federal experience. Yolanda is a Branch Manager within the National Nuclear Security Administration, where she provides leadership to the Assistance and Agreement, Utilities, Supplies and Interagency Agreements Teams. She is well versed in leading and managing a vast range of acquisition projects. In addition, Yolanda is highly skilled in Contract and Grant management, while demonstrating success as a strategic business pattern. Furthermore, she brings a forward-thinking, agile approach to Acquisition Management balanced with strong business acumen and analytical expertise. Finally, Yolanda has a Master's degree in Acquisition Management and Public Administration, while having earned certifications in CPCM, CFCM, FAC-C Level III and FAC-C-DS.

Vice President - Elythia McAnarney

Elythia McAnarney is a Procurement Advisor with the New Mexico Procurement Technical Assistance Center (PTAC) where she aids small businesses with getting registered for the System for Acquisition Management, provides advice to them for dealing with contractual or business development issues, and teaches a variety of contract management related classes. She has a MA in Business Administration from the University of Redlands and has worked as a contracts manager gaining over 20 years experience. Elythia has earned her certifications in CFCM and CPCM.

Treasurer - Laura Lovato

Laura Lovato has more than 15 years of experience in contract management. She is a Procurement Operations Manager at Sandia National Laboratories (hereinafter "Sandia"), a federally funded research and development center. Her team of subcontract professionals manage the purchase of Information Technology products and services for the Chief Information Office. Prior to Sandia, Laura worked as a subcontracts manager for Northrop Grumman Technical Services. She also worked at Los Alamos National Laboratory as a small business liaison officer. Laura has an MBA in Finance, while having earned certifications in CFCM, CPCM and PMP.

Secretary - Clifford Jake

Clifford Jake is the chapter secretary. He a contracts Manager with Verus Research. He has 10 years of contracting experience including as a price analyst. Clifford was the Certifications Chair during the 2021 - 2022 program year.
