President - Donald E. (Don) Shannon
Donald Shannon is the current President of the Rio Grande Chapter. Don is a 15+ year member of the Rio Grande Chapter and a 35-year veteran in the contracting profession. He has earned numerous distinctions and honors including certification as an NCMA CFCM and CPCM and has been recognized by NCMA Headquarters as a Fellow and Outstanding Fellow. He has served on the NCMA National Committees in program years 2020- 2024.
Don is semi retired but works part time with Axient Corp on the AFRL RISE contract and has a limited consulting practice as the Contract Coach.

Vice President - John Colbert
John Colbert is the Business Processes Officer at Tau Technologies. He is the former Manager, Project Management at Sandia National Laboratories and a Señor Finance Manager for Boeing. John recently returned to active membership with the NCMA having previously been the President of the Rio Grande Chapter's predecessors - the Zia Chapter.
John has a long history of contract management going back to Logicon (1983 -1996), SVS (later Boeing SVS) Boeing, and Sandia National Labs. John is a graduate of the University of New Mexico with a BA in Business Administration and an MBA from the UNM Anderson School of Business.

Treasurer - Gary Zura
Gary Zura is the former (2003 - 2004) National President of NCMA and former Member of the NCMA Board. He has been a stalwart member of the Rio Grande Chapter since its inception. where he served in several positions including chapter president.
Gary is the former Deputy to the Sandia VP/CFO for Contracts and Policy Management of the management and operating (M & O) contract with the National Nuclear Security Administration for the operation of Sandia National Laboratories, He completed a 29-year career as a U.S. Air Force officer in August 1996, retiring at the rank of colonel.
Although Gary is semi-retired as the President of Contracting Matters he continues to serve NCMA and the Rio Grande Chapter as an advisor and now Treasurer.

Secretary -Elythis McAnarney
Elythia McAnarney is a Procurement Advisor with the New Mexico Procurement Technical Assistance Center (PTAC) where she aids small businesses with getting registered for the System for Acquisition Management, provides advice to them for dealing with contractual or business development issues, and teaches a variety of contract management related classes. She has a MA in Business Administration from the University of Redlands and has worked as a contracts manager gaining over 20 years experience. Elythia has earned her certifications in CFCM and CPCM.
